    Hello! It still will not save, because the circuit will remain protected by overload machine 16A. In addition, such manipulations as replacing a machine with a higher nominal value entail very dangerous consequences: due to overload, the wiring may not withstand, melt and a fire will occur in the house. You can change the machine to a higher nominal value if the wiring is able to withstand the load in the apartment or house. To put a 25A automatic machine, the wires must be a cross-section of at least 2.5 mm.kv. (copper). In your case, you can either use one heater, or change the wiring and input cable to new, larger cross-section.
