Can I connect a hob without grounding?

Ramil asks:
Hello! I have a 6600W hob. I have wiring a house from one phase and zero. Is it possible to connect the hob without grounding, because at my place it will not work how to make grounding. And what will it lead to? Or do it without grounding, but with an RCD? I am going to connect the hob directly. Help me please.
The answer to the question:
Hello! You can connect, if its power corresponds to the allocated power to the apartment and if the automatic machine of this stove can withstand it. But in a house with electric stoves there must be grounding! Are you sure you can use this stove? Are you replacing a gas or an electric one before?

As for the RCD, it can be installed and it will work, which will partially reduce the risk of electric shock. But the PUE prohibits doing so (paragraph 1.7.80)
