Is it possible to bypass the electric meter ЦЭ2726-12?

The phase is torn to a switch in front of the counter entrance (old house - this was done back in the 60s). Zero goes directly. The question is, if you throw a jumper from the switch on the machine parallel to the phase circuit through the counter, will this reduce the consumption taken into account? TsE2726-12 counter (electronic).

    If you put a jumper, the meter will generally cease to take into account the amount of electricity consumed, since no current will flow through it. This will be regarded as the theft of electricity and faces a fine from the supplying organization.

      In the spring, my brother's house replaced induction metering with an electronic type P34302. For some reason, the installers installed a jumper on phase A in the current circuit. Power engineers blame me for the theft of electricity. I turned to metrologists, they installed the same meter type P34302, installed on a stand, said that with or without a shunt, all consumed electric energy is taken into account.
