How to make a blinking garland of bulbs?

Good evening! Maybe someone will tell you how to make a simple device (controller) or something like that, for a makeshift garland. I made a garland of 12 V incandescent lamps of 40 W each, from my old father’s stocks (my father was a power engineer), he taught me something, but mostly I’m self-taught. A garland with a capacity of 800 watts, I hang it on the street, turn it on in the evenings - beautifully, the bulbs in size, like the usual 60-dozen, or weaving, painted with different colors of acrylic. I want to blink. Help!

            This one is offered on similar forums. The circuit is suitable for connecting 20 lamps with a voltage of 12 V or 10 lamps with a voltage of 26 V. The capacitor must be rated for a voltage of 350 V and higher. By increasing or decreasing the capacitance of the capacitor, you can adjust the flashing frequency of the garland accordingly.
