If the first - then most likely nothing will work, and where does the cable and the machine to the power of the heating element? This is only possible if the heater is three-phase, i.e. 3 TENs are combined in one TEN unit, then 1 can be simply turned off and 2 of them left. then there will be 6 kW.
What cable (cross-section) and the rating of the machine I also can not tell, because you did not say 220 or 380V with you. If 220, then for a 9 kW boiler, a 50A automatic machine is needed, the cable is not less than 6, and preferably 10 mm². If 380, then an automatic machine on 16A and a cable with a cross-section of 2.5 mm².
