This is a common simistor dimmer, but the presence of a cut-off switch for the sine wave front pleases. Ordinary LED lamps are poorly dimming, there are special "dimmable" LED lamps, your "LED", judging by the description of these. In order to achieve the correct adjustment, you can toggle this switch (highlighted in the screenshot).
