How to revive the Soviet touch dimmer?

About 30 years ago I acquired two devices (see photo). Very convenient, you can connect any light fixture through them and touch and turn on the lamp light and adjust it. Since then, I have not seen any analogues on sale. Recently I remembered them and tried to connect to an LED lamp and an incandescent lamp. The lamps flash continuously at a frequency of ~ 10 Hz. I don’t know how to find an unusable item. And then I would buy and solder.
