To determine the voltage on the pipe, I would try to touch it with a simple indicator screwdriver (without batteries which). To constantly monitor this - you can measure the voltage between the pipe and zero, if there is voltage - put a screwdriver with one end to the battery, the other end to zero. If it glows, there is tension, and if it does not glow, then no. But this is also not good.
