In the event of a zero loss to the separation point, phase voltage will appear on the housings of electrical appliances. Also, you can’t break the grounding conductor with a machine, and in your case, the conductor comes to the machine, and then after the meter you separate it.     If grounding is not provided in your power supply network, then it is better not to use it, since it is life threatening.
    In TN-C-S networks, grounding can only be used if the line is in a normal technical condition, a sufficient number of repeated groundings are provided, the groundings themselves comply with the requirements, and the zero joint conductor of the PEN line is resistant to mechanical damage. If you do not have such information, then accordingly, making grounding at random is fraught with negative consequences.
    As an option, you can mount an individual ground loop - this is the TT ground system. In this case, the ground loop operates separately from the mains and does not connect to the PEN power cable.
    Also, for safety reasons, residual current devices must be installed, but it should be borne in mind that in the absence of a working ground they will not fully protect against electric shock.
