What phase should the electric boiler be connected to?

Hello! If the electric boiler is three-phase - connect to three phases. With such power, I assume that it is designed to connect to at least two phases (380V). Usually in boilers it is possible to rearrange the jumpers so as to connect to a single-phase or three-phase network.

The cable cross-section depends on the connection diagram, in your case 15 kW is about 68 A of current for one phase - it is not less than 10 mm², and better all 16 mm². If for three phases, then the current in the phase will be about 23A, for this you need more than 4 mm².

If, nevertheless, it connects to a single-phase network, then how do I know which phase you should connect it to? You yourself can determine in the shield where there is phase A, where B and where C? Correctly you can’t. Therefore, powerful consumers are connected to the phase that is least loaded in your shield. This is the meaning of the switchboard.
