    Yes they can, but why does it bother you? If the switchgear is installed in the switchboard, that is, circuit breakers and you are afraid that if they knock out you simply cannot turn them on without breaking the seal, then you need to install additional circuit breakers, while ensuring the selectivity of the protection.
