Why do I need an aluminum wire with a plug on the plug?

Hello! I did not understand what on one of the stubs? No grounding so definitely connects! Is this wire from the factory there or is it obvious that something is homemade? Aluminum wires with a plug is strange, at least because they are not flexible at all and are not designed for this.
