The wall heating can really be connected with the wiring, especially if the distribution box is walled up somewhere near the heating place and twists or other types of connections are weakened in it. It can also be caused by excessive energy consumption by you or your neighbors (unless of course a cable is laid in it). If you have not increased your consumption, then maybe a neighbor. It is easy to check if the meters are on the site, look at a time when the strongest heating does not make sure the counter shakes too quickly among neighbors.

Is the light turned on late? So maybe you have LED or compact fluorescent (energy-saving) bulbs? Many of them are delayed. Contact electricians, not here. Unfortunately, we cannot check your wiring via the Internet.
